Mr. Frank Toomer

Mr. Frank ToomerMr. Toomer is responsible for coordinating all NRO Systems Engineering interfaces with the federal civil, homeland security and law enforcement organizations in concert with other NRO and mission partner entities. He has worked NRO system engineering efforts since 1993. In 1994 Mr. Toomer established the NRO Imagery Intelligence (IMINT) Civil and Environmental Product and Assistance Team (CEPAT) and was its first and only director. As the CEPAT Director, Mr. Toomer transitioned several major NRO/IMINT classified capabilities, integrated significant system enhancements and provided critical national systems training to federal civil user community member organizations. Mr. Toomer served as the NRO/IMINT lead in establishing the Assistant Director of Central Intelligence/Collections sponsored law Enforcement Working Group (LEWG). The LEWG was a joint Intelligence Community and major Federal law enforcement forum established to facilitate federal law enforcement understanding and use of NRO capabilities. Mr. Toomer retired from the U.S. Air Force after 32 years active duty service during which he held positions as a Criminal Investigator, Intelligence Officer, Space Acquisition Officer and Systems Engineer. Mr. Toomer supported NRO efforts in the initial stand up of the Interagency Council for Applied Homeland Security Technology (ICAHST) in 2004 and currently serves as the Director of Outreach. He received his B.S. in Criminal Justice from Northeastern University, and holds a Graduate Executive Certificate in Information Technology -Software Engineering from Strayer University.
